These rubber cones are designed to slip onto the pylons of sit on top kayak trolleys which fit through the scupper drain holes on sit on top kayaks
A handy product they will replace missing cones on trolleys to ensure a cushioned fit to prevent damage when transporting using this type of trolley arrangement.
